URF PIPELINE INSTALLATION ENGINEERING 

The service holder is responsible, within PLR group to provide support for the installation engineering (inc. rigid pipe & associated structures) related to activities carried out in Azerbaijan for the needs of the ABSHERON URF package.
For the activities related to Absheron project, the service holder reports on operational subjects to the URF Package Manager, and to PLR head of department for all other aspects.
The service holder is also accountable for demonstrating an exemplary behaviour with regard to HSSE rules & requirements and for implementing HSSE rules within his area of responsibility.
Note that the present service description covers only the activities to be performed for the needs of ABSHERON project. The other services performed for other entities will be described in another Service Description.

MISSIONS / SERVICE DIMENSIONS

• To follow up on project requirements, design criteria, functional requirements, codes and rules for performance of activities related to offshore subsea pipelines and subsea structures (engineering, fabrication, qualification, testing, preparation, execution of subsea operations, etc.).
• To be in charge of installation engineering activities for the proper execution of the UFR package process including mobilization/load-out/sea fastening (and associated calculation notes), transportation (vessel stability…), jumpers, spools, umbilicals and pipeline laying (in relation with associated UFR Package Leads – Umb. & Rigid).
• To submit action plans as required for the proper execution of the activities under his responsibility.
• To prepare necessary supporting technical documents related to installation engineering.
• To ensure adequate technical support to the URF Construction Lead during the project for all technical matters related to the said discipline.
• To participate as CPY reference for design and installation engineering topics during project execution.
• To ensure that the contractor works as per the project specifications, including Company general specifications and international codes.
• To participate to the interface management as part of the installation team with other contractors (like SPS/Platform contractor)
• To ensure, in cooperation with the Company HSE Engineer, that risk assessments are properly conducted.
• To assess the suitability of mitigation measures proposed by CTR during Risk Assessment.
• To follow as technical support the offshore installation works and manage all Management of Changes.
• To manage and ensure that the as-built documentation is properly prepared and handed over to the Company.
• To manage all surveys (pre-engineering, pre-lay, laying, post-lay, etc.).
• To manage all engineering studies related to diving activities

ACTIVITIES

1 To adopt and demonstrate an exemplary behaviour with regard to Company "Code of Conduct" and H3SE rules and regulations. To implement H3SE rules and requirements within his area of responsibility, and to comply with H3SE training requirements for the position. To ensure that safe working practices are used within the team along all phases of project
2. To assist URF package manager throughout URF project execution with regards to installation engineering
3. To review / validate the documentation issued by Contractor as part of the project execution for all activities related to design, fabrication, transportation (load-out, se-fastening calculation…), offshore installation and precommissioning in accordance with contract requirements.
4. To participate and communicate with the other work teams (Platform, SPS, etc.) of the project in matters related to installation engineering.
5. To participate in the definition of the technical document register.
6. To liaise daily with URF contractor design and installation engineering.
7. To review and comment document, and integrate CPY specialist comments, process contractor derogation request and formalize the answer in conjunction with SME, run calculations to cross check contractor calculation notes ( with orcaflex, abaqus and mathcad)
8. To participate in major FATs (if deemed necessary/relevant).
9. To review and validate the contractor’s URF design dossier, procurement engineering (datasheets, specifications…), fabrication engineering associated ITPs, installation methods statements, procedures/workplans/calculation notes etc.… up to/including precommissioning manual
10. Participate or lead, as required, to meeting with Contractor(s).

11. To ensure with the CPY URF Off/Onshore Construction Lead proper adequation between design and installation engineering, and physical execution of the WORK.
12. To ensure that all necessary installation engineering documents are in place and signed by all relevant parties for the needs prior starting offshore campaign
13. To participate project reviews as requested by client  referential (HAZOP, HAZID, PTR, JRA...inc. Constructability Reviews) and prepare or participate in Safety / Technical Audits for offshore operations and onshore construction.
14. To provide offshore assistance and manage major changes during critical phases of operations, laying and tests.
15. To review and validate when relevant the Management of Change Requests.
16. To follow offshore/onshore construction at worksites, if required, and to assist in commissioning and hand-over
17. To ensure adequate and timely reporting to URF package manager (progress, concerns), and, as a general manner, anticipates problems, optimizes, improves, offers solutions with regards to his discipline.
18. To ensure confidentiality of all the documentation produced (whatever its support)

QUALIFICATIONS AND EXPERIENCE REQUIRED

• Petroleum engineer with proven experience in design and installation engineering (Umbilical/rigid pipe lay, structure, jumper, riser…) and project management.
• At least 10-15 years of technical and operational experience and knowledge on similar offshore projects
• As far as possible, knowledge in pipeline design in particular lateral buckling, pipe walking , geotechnical know-how (in soft soils conditions, seismic areas)
• Proven ability in the knowledge and understanding of planning / schedules, forecasting and risk management.
• Extended capability in managing self – writing capacity, time management, setting priorities, creative thinking etc.
• Extended capability in developing working relationships through effective communication.
• OGUK Offshore Medical Certificate & BOSIET; STCW would be a plus.
• Fluency in English
